Time to Reform Canada’s System of Federal Transfers

The Frontier Centre is part of an informal coalition of six think tanks from across Canada who have joined forces to put reform of equalization higher up on the national agenda. The current agreement under which richer provinces contribute to the so-called ‘have-nots’ will expire in 2014. In announcing the coalition, Michel Kelly-Gagnon of the Montreal Economic Institute said equalization discourages have-not provinces from developing some of their natural resources, because they are penalized under the current formula.
