Market Forces Needed to Fix Downtown Parking

Should parking rates in Prairie cities be increased? Market forces set the price for most goods in Canada, but parking is a notable exception. Most cities set meter rates too low. This means that parking is not properly rationed. When rates are artificially low, people often circle the block to find the best spot available. And when parking is cheap, drivers have little incentive to move. (~2 min)
